Was on a bus along Geylang Road and saw this sign outside Lion City Hotel. What's a semi buffet lunch?

Isn't a buffet lunch an all-you-can-eat deal? Is this a half(all-you-can-eat) deal? When do you stop when the (all) is unknown to the restaurant?
