Another charity scandal

This looks like another charity scandal, though this time round, it's in Canada.

Apparently the charity in question uses only 19 cents to the dollar for actual charity work, and the remaining 81 cents to fundraising and adminstrative expenses.

They must surely be mad (pun intended)!
