Is this known as adding value?
I was shown this ridiculous exchange of emails:

Mr. B: I've created the files for updating and they are available on this location : \\onetwothree\fourfive. Please grab the files from that location and drop them into the test environment

And that was the end of the thread, at least the one i saw.

The exchange took more than 2 hours.

And this is value add??
